Jerrold L. Miller, Chair

President and CEO

Earl Industries, LLC

Jerrold Miller is President and CEO of Earl Industries, LLC in Portsmouth. Mr. Miller, a 1977 graduate of the United States Naval Academy, served as a Surface Warfare Officer in the Navy for seven years and in 1985, became the second full-time employee of Earl Industries. Four years later, Mr. Miller bought the company and has since served as its President. Mr. Miller manages the daily operations and new initiatives of the company which employs over 800 people and is located in the Navy's major homeports. He has served on the TCC Educational Foundation Board since 2006.

Karin L. Stamy, Vice Chair

Karin Stamy has served as the General Counsel of Norfolk Southern Corporation since 1998. Before beginning her 17 year career in law at Harris Beach, PLLC in New York, she graduated from Dutchess Community College, Cornell University, and The Buffalo Law School of the State University of New York. She has served on the TCC Educational Foundation Board since 2007.

W. Jeffrey Dyckman, Treasurer

W. Jeffrey Dyckman is President of the Towne Business Strategy Group of TowneBank. In this role, he creates new retail and business strategies for TowneBank, one of the largest banks headquartered in Virginia, and partners with the bank’s executives in building relationships with local businesses. Having previously served as Regional President for the Eastern Region of Wachovia Bank, Mr. Dyckman continues to build on a 38 year career in the banking industry. Mr. Dyckman, who has lived in Virginia Beach for more than 50 years, received a bachelor’s degree from Old Dominion University and a master’s degree from the University of Oklahoma. He has served on the TCC Educational Foundation Board since 2007 and currently serves as Treasurer.

Ms. LaVonne P. Ellis (Ex Officio)

LaVonne Ellis is Chair of the Tidewater Community College Board. Ms. Ellis has worked in the insurance industry since retiring from full-time teaching in 2001. She was appointed to the TCC College Board in 2004 and served as the Board's Vice Chair and on its Executive Committee and its Advocacy and Advancement Committee. In her current role as TCC College Board Chairman, she also serves as an ex-officio member of the TCC Educational Foundation Board.

Thomas R. Frantz

President & CEO

Williams Mullen

Tom Frantz is President and Chief Executive Officer of Williams Mullen. Mr. Frantz maintains a corporate practice representing multi-national corporations, handling major mergers and acquisitions and advising corporations on a variety of legal matters.  Mr. Frantz graduated from the College of William & Mary with an accounting degree in 1970 and from the Marshall Wythe School of Law in 1973. He obtained his license as a Certified Public Accountant in 1973 and received his Masters in Law and Taxation from William & Mary in 1981.  Mr. Frantz was appointed to the Board of Visitors of the College of William & Mary in 2011.

Doyle E. Hull

Retired Bank Executive and

Community Volunteer

Doyle E. Hull, of Norfolk, is a retired bank executive who has an extraordinary tie to TCC. Mr. Hull helped TCC found its Norfolk and Chesapeake campuses, and in 2007, he was awarded the college's first honorary degree for his instrumental support. He also received the Chancellor's Award for Leadership in Philanthropy from the Virginia Community College System in 2007. Mr. Hull, who has served as a board member of the Greater Norfolk Corporation and TCC College Board, has served multiple terms on the TCC Educational Foundation Board since 1994.

Mary Clark Janis

Community Volunteer

Mary Clark Janis, of Virginia Beach, has served on the TCC Educational Foundation Board since 2005 and previously served as Vice Chair of the Board between 2008 and 2009. Ms. Janis has supported the Contemporary Art Center of Virginia and is a member of the Board of Directors of Horizons Hampton Roads, a nonprofit organization that provides enrichment programs for local students from limited income families.

Michael J. Leonard

H.D. Oliver Funeral Apartments, Inc.

Michael Leonard is the General Manager of H.D. Oliver Funeral Apartments, Inc. and the President of Colonial Crematorium. Mr. Leonard, who graduated from Gupton Jones College of Mortuary Science in 1975, has served on various national, state, and local funeral directors' boards in his 39 year career. He has served on the TCC Educational Foundation since 2010.

Michele Parks

Michele Parks is the Vice President of Human Resources at COX Communications in Hampton Roads. Ms. Parks, who earned her bachelor's and master's degrees from the Rochester Institute of Technology, has worked in the human resources industry for over 15 years.  She has served on the TCC Educational Foundation Board since 2009.

Douglas L. Smith

President & CEO

Kaufman & Canoles Consulting

Doug Smith is the President & CEO of Kaufman & Canoles Consulting (KCC) an economic development consulting firm with offices in Norfolk, Richmond and Reston. KCC is an ancillary business of the law firm of Kaufman & Canoles. Smith, a former banker and Deputy City Manager, has served on a number of local boards including the Portsmouth City Council, the Hampton Roads Transportation Planning Organization, the Hampton Roads Planning District Commission, Future of Hampton Roads and the Urban Land Institute. Smith is a graduate of the University of Virginia.

Judith W. Witt

Judith Witt is President of ALJUD Enterprises, Chief Financial Officer of Greenbrier Self Storage, and Corporate Secretary of Inner-View, Ltd. Ms. Witt graduated from TCC with an associate's degree in business administration. She has been a member of several community leadership boards, including the Chesapeake Environmental Improvement Council and the City of Chesapeake 4-H Advisory Board. She has served multiple terms on the TCC Educational Foundation Board since 1997, as Secretary, Vice Chair, and Chair. In honor of her service and outstanding leadership of the Educational Foundation, Ms. Witt was awarded the Chancellor's Award for Leadership in Philanthropy from the Virginia Community College System in 2006.

Robert Nusbaum is a partner at Williams Mullen. For 56 years, Mr. Nusbaum was an attorney at Hofheimer Nusbaum, P.C. before Williams Mullen and Hofheimer Nusbaum, P.C. merged in 2004. Mr. Nusbaum, who holds a law degree from the University of Virginia School of Law, is a Past President of the Norfolk & Portsmouth Bar Association, Past Chairman of Committees in the Virginia State Bar and the Virginia Bar Association, and Past Director of the Norfolk State University Foundation. Currently, he serves as counsel to the TCC Educational Foundation.
