W. Jeffrey Dyckman is President of the Towne Business Strategy Group of TowneBank. In this role, he creates new retail and business strategies for TowneBank, one of the largest banks headquartered in Virginia, and partners with the bank’s executives in building relationships with local businesses. Having previously served as Regional President for the Eastern Region of Wachovia Bank, Mr. Dyckman continues to build on a 38 year career in the banking industry. Mr. Dyckman, who has lived in Virginia Beach for more than 50 years, received a bachelor’s degree from Old Dominion University and a master’s degree from the University of Oklahoma. Michael (Mike) King - Vice Chair

A graduate of Old Dominion University with a bachelor's degree in Accounting, Mike King has been CFO with Southern Automotive Group for 21 years. Douglas L. Smith - Board Treasurer

Doug Smith is the President & CEO of Kaufman & Canoles Consulting (KCC) an economic development consulting firm with offices in Norfolk, Richmond and Reston. KCC is an ancillary business of the law firm of Kaufman & Canoles. Smith, a former banker and Deputy City Manager, has served on a number of local boards including the Portsmouth City Council, the Hampton Roads Transportation Planning Organization, the Hampton Roads Planning District Commission, Future of Hampton Roads and the Urban Land Institute. Mr. Padgett, the Managing Partner of McGuireWoods's Norfolk Office, is an attorney whose expertise in advising corporate clients on a wide range of issues is matched by his commitment to myriad South Hampton Roads civic and philanthropic organizations. A native of Norfolk, he received his Bachelor of Arts with Distinction from the University of Virginia and his Juris Doctor from the Washington & Lee University School of Law.

Mr. Padgett was appointed to the Tidewater Community College Board in 2011. He has given of himself to—among others—local organizations including the Hampton Roads Chamber of Commerce and the Hampton Roads YMCA, both of which he served as chair; the Rotary Club of Norfolk, of which he has been elected President; and the Hampton Roads Economic Development Alliance, which he serves as secretary. Stephen B. Ballard

Stephen B. Ballard is the owner and founder of S.B. Ballard Construction Company.  With over 35 years of construction experience under his belt, Steve oversees all construction operations and corporate functions of S.B. Ballard including strategic planning, project management, estimating, business development, corporate communications, safety, and quality. 

Throughout his career, Steve has served as a project manager, superintendent, estimator, carpenter and laborer.  Since founding the company, Steve has been involved in each project and he consistently provides owners and developers with safe, high quality facilities.

Joseph F. Bouchard, Ph.D.

Director of Government Sales, Cox Communcations

 

Dr. Bouchard retired from the United States Navy as a Captain in 2003 after twenty-seven years active duty. He was a Surface Warfare Officer and commanded the destroyer USS OLDENDORF (DD 972) and Naval Station Norfolk, the world’s largest naval base. He was a specialist in strategic, long-range and operational planning, including assignments as Special Assistant and Deputy Executive Assistant to Commander in Chief, Allied Forces Southern Europe; Branch Head, Strategy and Concepts Branch, Office of the Chief of Naval Operations; and Deputy Senior Director for Defense Policy and Arms Control, National Security Council, The White House. His final assignment on active duty was as Deputy Director, Navy Operations Group (Deep Blue), Office of the Chief of Naval Operations, which is responsible for planning the Navy’s role in the War of Terror.

Dr. Bouchard has broad experience in national security and homeland security matters. At the National Security Council, he was principal author of the National Security Strategy, 1997-1999. He was responsible for national security telecommunications and served as White House representative to the National Security Telecommunications Advisory Committee (NSTAC), National Communications System (NCS), and related national organizations responsible for emergency and national security communications.

Dr. Bouchard gained wide recognition as an expert on port security while Commanding Officer of Naval Station Norfolk and received several awards: the Secretary of Defense 2002 Annual Antiterrorism Award, Best Antiterrorism/Force Protection Innovation or Action, U.S. Secretary of Transportation, 2002 Partnering for Excellence Award, Virginia Port Authority Medal of Excellence, and Virginia Maritime Association 2002 Port Champion Award.

Dr. Bouchard graduated with distinction from the U.S. Naval Academy, where he majored in International Security Affairs. He earned a Master of Arts degree in National Security Affairs from the U.S. Naval Postgraduate School, and a Doctor of Philosophy in Political Science from Stanford University, concentration in international relations and strategic studies. He also is a graduate of the U.S. Institute of Peace International Conflict Resolution Skills Training Program and the Massachusetts Institute of Technology Seminar XXI Program on Foreign Politics, International Relations, and the National Interest. He has been published numerous times and won the Rear Admiral Ernest M. Carol R. Curtis

Carol Curtis is the founder and president of Noah Enterprises, Inc., a premier General Contractor located in Virginia Beach, with a regional office in Williamsburg. Ms. Curtis, a lifelong Hampton Roads native, opened Noah Enterprises in 2004 and has overseen the operation of the full service general contracting company handling government and commercial projects throughout Virginia.  She has been honored as the Associated Builders & Contractors Member of the Year and as Lawyer’s Weekly Class of 2012’s Most Influential Women of Virginia.  She graduated from TCC with an associate’s degree in Civil Engineering.  In addition to her work at Noah Enterprises, Ms. Curtis has served on several state and local boards and is involved with various charitable and civic organizations and events.

     
                     
                     
                     
             

Stephen F. Evans

Retired Partner, KPMG, LLP

Steve Evans retired as the managing partner of KPMG LLP’s Norfolk office in 2010 after 38 years with the firm.  As managing partner, Steve provided vision and leadership to other partners and employees.  He managed the office operations and represented KPMG within the business and civic community.  Steve spent the majority of his career on auditing and business advisory services, including mergers, acquisitions, and consolidations. Steve previously served on the Boards of the Hampton Roads Partnership, Diabetes Foundation and United Way of Hampton Roads. Micheal J. Leonard

Michael Leonard is the General Manager of H.D. Oliver Funeral Apartments, Inc. and the President of Colonial Crematorium. Mr. Leonard, who graduated from Gupton Jones College of Mortuary Science in 1975, has served on various national, state, and local funeral directors' boards in his 37 year career. Roger H. Scheffel Jr., CPA, PFS

Mr. Scheffel is a Principal and Co-Portfolio manager for the WST Dynamic Strategies and is a member of the investment committee. Before joining Wilbanks, Smith and Thomas, Mr. Scheffel worked with a Global Wealth Management and Investment Banking Firm. While there, he was responsible for managing client relationships, portfolio management, lending and financial planning. Prior to entering the Financial Services Industry, Mr. Scheffel was a Senior Manager in Ernst & Young’s Private Client Services. As part of this practice, he was involved in planning for the commercial activities of an entrepreneur and senior level corporate executives.

Mr. Scheffel graduated from St. Mary’s University with a Bachelor of Business Administration in Accounting. He is a member of the American Institute of CPA’s. He is a member of the Personal Financial Planning Section and holds the Personal Financial Specialist credential. Mr. Scheffel has taught Portfolio Management as an adjunct professor at a local university in the M.B.A. program.

Current community activities include serving as a Board member of the Business Consortium for Arts Support and Virginia Zoological Society. Judith W. Witt

Judith Witt is President of ALJUD Enterprises, Chief Financial Officer of Greenbrier Self Storage, and Corporate Secretary of Inner-View, Ltd. Ms. Witt graduated from TCC with an associate's degree in business administration. She has been a member of several community leadership boards, including the Chesapeake Environmental Improvement Council and the City of Chesapeake 4-H Advisory Board. She has served multiple terms on the TCC Educational Foundation Board since 1997, as Secretary, Vice Chair, and Chair. Robert C. Nusbaum

Robert Nusbaum is a partner at Williams Mullen. For 56 years, Mr. Nusbaum was an attorney at Hofheimer Nusbaum, P.C. before Williams Mullen and Hofheimer Nusbaum, P.C. merged in 2004.
