As required by Federal Law, Jeanne Clery Act, TCC is required to collect and report data about criminal offenses, arrests, and administrative referrals for specific crime violations. The following categories of criminal offenses for on campus, non-campus and public property during calendar years 2003 through 2005 were collected and reported for this survey:
- murder/non negligent manslaughter/negligent manslaughter
- forcible and non forcible sex offenses
- robbery
- aggravated assault
- burglary
- motor vehicle theft
- arson
- and hate offenses involving the above criminal acts

In addition, TCC was required to provide similar data concerning arrests and administrative referrals for the following violations: liquor law, drug law, and weapons’ possession beginning in 2003.

Data was collected from the police departments in the cities of Chesapeake, Norfolk, Portsmouth, Suffolk and Virginia Beach. All referral information was collected from the Dean of Students of each campus.

For the criminal offenses listed below, occurrences that manifest evidence of prejudice based on race, religion, sexual orientation, gender, disability or ethnicity ("hate crimes") will be listed under the hate crime’s category and type of hate crime as titled above listed next to it.
