Directions

From Interstate 64 take 264 West toward Norfolk.  Take the Portsmouth exit ramp.  Go through the tunnel.  Upon exiting the tunnel, take the first exit on the right, continue straight to Effingham Street.  Turn right onto Effingham street.  Follow Effingham to the Medical Center. 

On-Base Services
College program information, admissions assistance, and placement testing.
Base Passes:

TCC students that do not possess a valid Department of Defense Identification Card and vehicle decal must obtain a temporary base and vehicle access pass from the Naval Medical Center Portsmouth (NMCP) Pass and Decal Office prior to first day of class. To verify that you are registered for an on-base class at NMCP, the TCC Base Representative sends a class roster to the Navy College Office, which is forwarded to the Pass and Decal Office the day prior to the start of classes. If you are not a United States citizen, you cannot obtain a base pass and you will not be allowed on the base.

Students without a valid Department of Defense Identification Card and/or Department of Defense Vehicle Decal will be required to show the following documents: driver's license, vehicle registration and proof of insurance. The Pass and Decal Office is located in the parking garage on the ground floor and is open Monday through Friday from 7:00 a.m. to 4:00 p.m. to issue temporary base and vehicle passes to students.
