Ned
Lovell, President.
Ned,
an active member and supporter of SACCR activities for the past eight
years, became President of the organization at the close of the conference
in Hot Springs, Arkansas. Ned served as Local Arrangements Chair for the
SACCR Conference at Whispering Woods in Olive Branch, Mississippi. As
President-Elect he put together an outstanding program for the Hot Springs
Conference. Ned recently retired from his position as professor and department
head. Now that he has emeritus status he is playing a little more golf
and working half-time with the University.
Ned coordinates special
projects relating to the community college graduate program and is involved
in administering several grants. He reports to the Dean of the College
of Education and works the rest of the time with the Stennis Institute
of Government. One of his most important projects is implementing the
Mid-South Partnership for Rural Community Colleges funded by the Ford
Foundation. The Partnership has developed two graduate degrees for community
college leaders and is developing two more graduate degrees including
a Master of Arts degree for future community college instructors. Ned
is also planning the Tenth Annual Mid-South Community College Fellowship
Program for the 2003-2004 academic year. The 2002 leadership retreat sponsored
by the fellowship program attracted community college employees from six
states. In addition to Mississippi, participants from Alabama, Georgia,
Louisiana, Texas, and Tennessee were involved in the week-long workshop.
Ned is hopeful that the program will continue to attract attendance from
multiple states.
Lovell's previous
experience includes work at a teacher training college in Nigeria for
two years while serving as a Peace Corps Volunteer. He also has served
as a professor at Illinois State University and Stetson University in
Florida. Other education experiences include serving as a teacher and
administrator in various public school districts in Florida and working
with the Florida Department of Education. He is author and co-author of
three Phi Delta Kappa Fastbacks. The latest Fastback is entitled The Under-representation
of Minority Administrators and Faculty in Community Colleges.
Ned holds a Bachelor's
degree in Social Science Education from The University of Florida and
a Ph.D. in Education Administration from Florida State University.
As President of SACCR
Ned has two major goals for the organization. One is to increase membership.
This will require that SACCR members encourage their professional friends
to attend and participate in the annual meeting. We must also provide
a meaningful conference that will make people feel that they must attend
each year. His second goal is to involve relevant regional and national
organizations in its annual meetings. SACS, the Rural Community College
Alliance, and SREB all played key roles in the Hot Springs conference.
Such representations increase our visibility. Make your plans now to attend
and participate in the 2003 St. Petersburg conference.

Jonnie
Blair,
President-Elect and Program Chair.
Jonnie Blair,
a relative newcomer to SACCR will serve as Program Chair for the 2003
SACCR conference in St. Petersburg. He has spent thirty years in higher
education both as a faculty member and administrator. His experience includes
work in institutional research, assessment and long range planning, institutional
administration, business affairs, personnel management, teaching and academic
and business computing. He has been a successful fundraiser and administrator
for federal, state and private sector funding.
Jonnie came to Hopkinsville
Community College in 2002 where he serves as Associate Dean for Academic
Affairs. From 1997-2002 he served as Director of Planning and Research
at Somerset Community College where he installed an objective based PME
system and trained all administrators in MBO, planning and management.
He also authored a planning manual and a fact book for the college. Jonnie
assisted Somerset Community College in completing a successful SACS Self-Study.
The College received only six recommendations, and no recommendations
for planning, research, or institutional effectiveness.
Jonnie holds degrees
from Morehead State University, University of Kansas, and the University
of Kentucky with concentrations in biology and higher education administration.
He studied planning and research at the National Laboratory for Higher
Education.
His goals as program
chair for the St. Petersburg conference include: (1) build SACCR membership
through promotion of the conference, (2) provide a notable program of
presentations (3) plan activities and events that will assure that everyone
attending the annual meeting will have a good time, (4) expand the scope
of two-year college research information by encouraging collaborative
activities among two-year colleges and research universities, and (5)
provide a forum for researchers to present their work.

were added. The office, now called Academic Services and Research, includes
the functional areas of Institutional Research, Academic Program and Administrative
Unit Assessment, and Curriculum and Strategic Planning. While each staff
member has a defined area of responsibility, in reality, daily work crosses

Deployment Team as they get ready to "go live" during the fall
semester with a new Student Information System. He is also overseeing
the development of a PC-based application designed to provide division

the state level AIR Group in Virginia. In this capacity, he helped plan
the group's annual fall conference. In 1991, he served as co-coordinator
for VAMAP's spring one-day meeting. Outside his college activities, Bruce
devotes considerable time volunteering with a local Humane Society, which
has led to his amassing a critter collection that includes two large hairy
dogs and four cats.
As Coordinator for
Membership his goal will be to work with all state coordinators to make
SACCR more visible and to increase membership. He will help the secretary
and the treasurer to extend membership opportunities to new members and
membership renewals for former members.
